WALTER OSBORNE.
 


	After several years as second in command of Saskatoon Division,
Saskatchewan Provincial Police, Sergeant Walter Osborne was promoted
to the command of the Swift Current Division, with headquarters at
Swift Current, and he is one of its estimable citizens. He was born in
Londonderry, Ireland, on the 23d of October, 1884, a son of Walter
Horace and Elizabeth Osborne, the former a native of Ireland and the
latter of England. 'In early life the father became a locomotive en-
gineer, which occupation he followed in England for many years. He is
now living retired in Lands End, England, where he and his wife are
highly respected and esteemed citizens.
	In the acquirement of his education Walter Osborne attended the pub-
lic schools of England and in early life entered railroad work. He was
employed in various railroad shops in England until 1902 when he came
to Canada and located at London, Ontario, where he accepted a position
as fireman on the Grand Trunk Railroad, and won rapid promotion. He
became an engineer on the road subsequently, and in 1907 he came west
and located at Fernie, British Columbia, where he worked as foreman
for a contractor until the fall of 1909. At that time he went to Van-
couver and became associated with the Pacific Cost Pipe Company as
outside superintendent, remaining in that position until the fall of 1913.
He then joined the Royal North West Mounted Police and served with
them until the expiration of his term of service, on the 30th of April,
1917, when he went to Saskatoon and became a member of the Saskatche-
wan Provincial Police. He was first-class constable until the 1st of Febru-
ary, 1918, when he was made a corporal. He was promoted to a ser-
geancy on the 5th of June, 1919, and held that office until he was promoted
to the command of the Swift Current Division. Mr. Osborne has always
been recognized as one of the most efficient officers in the provincial police
service and his promotion to the Swift Current inspectorate is declared
by his many friends to be a just reward for intelligent and untiring serv-
ice in the public protection.
	In June, 1916, Mr. Osborne was married to Miss Rosalie Margaret
LaRiviere, a daughter of Francis and Marie (Delorme) LaRiviere, natives
of Quebec, who came to Saskatchewan with the first pioneers of this
province and the father engaged in farming at Fish Creek, where he
still resides. Mr. and Mrs. Osborne have the following children: Fran-
cis Herbert, born on the 16th of August, 1920; Gordon Kenneth, born on
the 13th of January, 1923; Evelyn Margaret, who passed away at the
age of five weeks, was born in 1918; and Walter died in the spring of
1917, at the age of five weeks.
	The religious faith of Mr. Osborne is that of the Anglican church,
while his wife is a member of the Roman Catholic church. Fraternally
be is identified with the Loyal Order of Moose, holding membership in the
lodge at Vancouver, British Columbia; and the Modern Wood men of
America, belonging to the lodge at Fernie, British Columbia.  Honest
in the discharge of his various duties, upright in his principles and thor-
oughly reliable in every respect, Mr. Osborne is accorded the esteem and
respect of his fellow citizens, among whom he numbers many 
friends.
